Annual Parish Council Meeting to be held at Allington Village Hall

Dear Councillor,
I hereby give you notice that the Annual Parish Council meeting of Allington Parish Council will be held at Allington Village Hall, on Wednesday 13th May 2026 at 19:30. All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted as set out hereunder.
Public Forum: The Parish Council meeting will be preceded by a public forum commencing at after the election of officers. Members of the public may ask questions or make short statements to the Council, District and County Councillors and the Police may also make reports. Members of the public are welcome to stay for the meeting but may not participate unless invited to do so by the Chairman.

1. ELECTION OF CHAIR & SIGNING OF DECLARATION OF ACCEPTANCE OF OFFICE AS CHAIR FOR 2026/27

3. PUBLIC FORUM – To resolve to suspend standing orders for a maximum of 15 minutes to allow members of the public to make comment.

5. TO RECEIVE DECLARATIONS OF PECUNIARY INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011
To receive declarations of Members interests in relation to agenda items.
To consider request for dispensations from Members.
6. APPROVAL OF MINUTES
To resolve to accept the Clerk’s notes of the Extraordinary Council Meeting held on 18th March 2026 to be approved as minutes.
7. ANNUAL PROCEDURES
To review and resolve to adopt the annual policies (10) and resolve to review the Standing Orders and Financial Regulations for the Council for 2026. To note any amendments required, as previously circulated and reviewed by the Parish Council prior to the meeting.
To elect members to the Committees and agree TOR: Staffing/Planning/Joint PFFR (see separate agenda item).
For members to sign GDPR security checklist for 2026/27
To review and accept the risk management document (previously circulated)
To review and accept the Asset register for 2026/27 (previously circulated)

a/To resolve to accept payments, monies received and note bank balance (previously circulated) to be checked and signed by 2 councillors at this meeting. Copies of documents can be received by emailing parish.clerk@allingtonpc.org.uk
b/To approve Q4 and Year End Bank Reconciliation for 2025/26 to be checked and signed by Cllr Carlyle. Bank balance as of 31st March 2026:

c/To receive the Internal Audit SUBJECT TO RECEIVING FROM IA BY THIS TIME
d/To sign the AGAR for 2025/26 SUBJECT TO BEING COMPLETE IN TIME FOR THIS MEETING
e/To resolve to approve Bank Signatories /mandate for 2026/27
f/to review and resolve to accept Insurance renewal for 2026/27 and to review other quotes/options.
g/To review the budget figures for year end 2025/26 and to minute previous increases in the budget for 2025/26 and 2026/27 to allow for playpark project.
h/To acknowledge opening of a 3rd bank account to separately hold PFFR funds raised.
i/ HMRC Vat reclaim has been completed to the end of Q4 for 2025/26 £281.30 has been reclaimed.

11. CLERKS REPORT
Defib update, parts ordered for the VH defib now received and awaiting installation.
Receipts from SKDC (Precept & funding balance)
APM was held in April, well attended by residents and several groups made their presentations.
Email from school for APM – not read out, apologies
Residents have been reminded via Allington News and SM to use Lorrywatch and FixmyStreet to report issues.
Residents were invited to meet with District and County Councillors at a recent joint surgery.
Playground project was completed just in time for the Easter break by Abacus Playgrounds.

12. TO DISCUSS AND APPROVE NEW JOINT COMMITTEE WITH PFFR
To discuss and resolve to accept the new TOR for the joint committee with the PFFR. To accept the TOR and any changes required to the standing orders / Financial regulations.
13. EMERGENCY PLAN UPDATE
To discuss latest emergency plan and course of action.
14. HARWORTHS UPDATE
For Cllr Baron to advise on any update of the Harworths planning application.
15. BUS SHELTER UPDATE
To discuss and consider quotes for the bus shelter roof repair. To discuss funding applications made with Moor BioEnergy and LCC, with any updates.
16. VILLAGE PLANTERS
To discuss the village planters.
17. MUGA UPDATE WITH ROSPA DISCUSSION
To decide and consider approval for the MUGA maintenance plan and to discuss recent ROSPA inspection.
