7. FINANCE
7.1 It was resolved to approve the expenditure since 8 September 2021 to date as outlined in the respective finance reports
7.2 The income since 8 September 2021 to date was noted as outlined in the finance report
7.3 The 2nd Quarter accounts were resolved, approved and signed by the Chair.
7.4 The Budget for 2021/22 was reviewed and noted by the Councillors.
7.5 The budget for 2022/23 was reviewed proposed by Cllr Marsh, seconded by Cllr Reynolds and unanimously agreed.
7.6 It was noted that there had been no increase in the parish precept for 4 years and due to increased costs, it was proposed by Cllr Marsh, 2nd by Cllr Goodall and unanimously agreed that the precept should be increased by 5p per annum. The Parish Band D rate would be £56.66 per annum.
7.7 Cllr Plummer reported that all employees of the council should by law be paid holiday pay and the clerk paid the working from home allowance. Both of these are to be back dated for 2 years. Proposed by Cllr Mould, seconded by Cllr Goodall and unanimously agreed by all councillors.
8. VILLAGE CROSS
8.1 Cllr Mould reported that the total raised so far is £14547.91.
8.2 Three quotes have been received with the average quote being £18,000 for the repairs. Each quote will be looked at in detail to determine which offers the best service.

9. QUEEN’S JUBILEE
9.1 A meeting was held on 3 November with groups from the village for ideas of events over the Jubilee holiday. Cllr Scott is to coordinate the suggestions so that there is no overlapping of events and to produce a flow of events over the 4-day period. A piper has been sourced to pipe in the lighting of the Beacon as suggested by the Queens official guide for the celebrations.
A further meeting has been set for 2 December 2021
9.2 Queens Jubilee Green Canopy – Cllr Goodall & Cllr Reynolds are to look into sourcing trees and getting land owners permission to plant them.
10. PLAYING FIELD
10.1 The damaged MUGA fencing is being sourced.
10.2 New goal and basketball nets have been ordered to replace the current worn out ones.
10.3 Initially there were a few hiccups with the GYFC new season as they have new trainers and not all information had been passed on to them from the previous trainers. This has now been resolved by Cllr Marsh and a good rapport has now been made.
10.4 There have been several complaints about the amount of dog excrement that is being left on the playing field.
10.5 A contractor has been appointed to cut the playing field hedges; these are now very overgrown due to them not being trimmed last year. The contractor has been asked to come every year to maintain them.
10.6 Unfortunately the waste bin at the far end of the playing field melted down one side during bonfire night. It is still useable at present. There are no plans to replace the bin.
10.7 Bonfire night was a huge success raising over £2500.00. The Parish Council would like to thank the Playing Field Fundraising Group for all their hard work in organising the event and putting on such a wonderful show.
10.8 The Parish council have been approached from a company offering a Sports Holiday Club in the holidays for 3 weeks for 5- to 12-year-olds. It would be funded by the council applying for lottery funding. This was discussed and it was decided that although it was a good idea there unfortunately are not enough children of that age group living in the village to make it viable.
11. HIGHWAYS
11.1 The council discussed the possibility of applying to Lincolnshire Highways for salt/grit bins for the village. It was agreed that 3 bins should be requested and being put on Side St, Junction of Main St and Bottesford Rd and one on Peach Lane.
11.2 The hedgerows on Peach Lane remain uncut on the right-hand side. Contact with the owner has not been possible and this has now been reported to Lincolnshire Highways who have said they will proceed to contact the owner, if there is no response after 28 days, they will send a contractor to cut the hedges and invoice the owner.
11.3 District Councillor Mark Whittington reported that on his visit to Allington Gardens along with Lincolnshire Highways that the exit from Peach Lane has poor vision from the right making it hazardous turning right out of Allington Gardens. Highways have agreed to trim the bushes back just before the Salt Well to give better vision of oncoming traffic from the Sedgebrook direction.
