MINUTES OF THE LAST ANNUAL PARISH MEETING ON 11 APRIL 2018

GUEST SPEAKER:

4.1

County Councillor of Highways and Transport Technology Richard Davies

Cllr Davies explained that the council has a revenue of £50m a year.  The expenditure of the funds is split between school and hospital runs, upkeep of 5.5 thousand miles of roads, 9.5 thousand miles of footpaths.

£43k for work on roads 120k potholes were fixed last year plus surface redressing.

It was explained that it would cost £400m to get all roads in top working condition.

Adult care takes most of local money and this is increasing each financial year.

There have been less people killed on dangerous roads.

School parking cause issues and the council are continuing to look at ways to improve this.

Road safety partnership, working with villages and organisations to improve road safety.

Footpaths are not prioritised at present which contracted out due for tender this year

Utilities – the national policies say they only have to resurface to minimum requirements which can be very poor quality.  They now have to book in prior to work and are checked as to how long the work will take, they are fined if they go over time.

It cost £800k to resurface Gonerby Rd.

Cllr Davies then answered questions from the public.

CHAIRMAN’S REPORT AND MATTERS ARISING

5.1

Cllr Bosworth welcomed everyone to Allington’s Annual Parish meeting and reminded everyone that the Council meets every 2nd Wednesday in Jan, March, May, July, Sept & Nov at 7.30pm in Village Hall.  It is a public meeting so everyone entitled to attend.

This is the last year of the present Parish Council there have been 5 nominees for the new PC starting on 7 May.  2 further places to be filled which the Council will put up for co-option

Planning permission has been approved for a new building at the playing field.

Work continues at the community wood.

The Website continues with many thanks to John Slater. www.allingtononline.co.uk

Hedges around playing field, children’s play area regularly maintained.

The amount of precept has been agreed to be maintained with no increase for 2019/20

The present Clerk is leaving after 15 years and the Internal Auditor finishing after

8 years, Janet Morton will be the new clerk, a new internal auditor is to be

appointed.  If anyone is interested to speak to the new PC in May.

 

Planning advisory group:

16 planning applications were received in 2018

 

Grants and donations 18/19 to:

  • Village Hall grant - £2000 (keeping hire fees low) & £3000 kept ringfenced for capital projects
  • £50 - shop
  • £75 – Lincolnshire and Nottinghamshire Air Ambulance,
  • £100 – to the village Church
  • £100 – to Allington News
  • £100 – Twinning Association

 

Playing field fundraiser events 18/19:

  • Easter event
  • On the Green
  • Comedy night
  • Bonfire night
  • Christmas tree lighting

Thanks were given to

  • All councillors for 4 years’ service
  • Ian Blake and Stuart Ashley – village caretakers
  • John Slater and PFC fund raisers
  • Project Pavilion team …
  • Hempstead & sons for all they do around the village, inc maintaining the MUGA and tidying the old churchyard.
  • Jan Fox the internal auditor who is about to look at 2018/19 accounts and then taking retirement after this year.
  • Sue Jackson for maintaining the village planters.

ANNUAL GRANTS

6.1

The Clerk spoke briefly about how the Parish Council has spent the 2017/18 precept.  The expenditure included:

  • Village Hall grant - £2000 to help keep hire fees low and £3000 kept in the Parish Council’s accounts for capital expenditure at the Village Hall
  • Shop – noticeboard - £50

ANNUAL PAYMENTS

7.1

The clerk reminded everyone of the organisations that the Parish Council had given donations to last year:

 

  1. Holy Trinity Church - £100
  2. Lincolnshire Air Ambulance - £75
  3. Allington News - £100
  4. Twinning Association - £100

 

 

The clerk asked villagers whether there were any charities or organisations that they would like the Parish Council to consider for this year’s donations.  Final decisions as to who should receive donations this year will be discussed and agreed at the Parish Council’s annual meeting in May.

 

8          PRESENTATIONS

 

8.1       Carpet Bowls

The group continues to do well and is regularly attended on a Sunday afternoon.  If anyone would like to join come along for a game, a cup of tea and a homemade cake.  The group welcomes anyone from 2-5pm on Sundays for just £2.

 

8.2       Village Hall

Still popular with lots of activities one of the new one’s community Choir who has had 2 concerts raising money for local. Profit of £3.5k Post Office not viable due to lack of use.

A representative of the village hall spoke about the past year.  The VHMC continues to fundraise and look at ways of gaining grants and funding and welcomes anyone wishing to join the committee.

 

8.3       Allington News

Allington News has had a good year and continues to be financed through advertising, the ‘200 Club’ and donations.  Maybe some representatives from Allington Gardens?  The paper is always grateful for offers for editing, proofing, photography, advertising and would like new members to join or delivering the paper.  The group meets monthly and new people with new ideas are always welcome. 

 

8.4       Women’s Institute

The group has had another good year.  It is proud to be the oldest organisation in the village.  It formed in 1919. The WI representative spoke about the programme of events for this year and the various speakers from the past year.   New members are always welcomed.

 

8.5     Playing field fundraisers

Fundraisers spoke about the efforts of the group that raises money for the facilities at the Playing Field.  Everything organised has been very well attended and successful.  In July there will another event on The Green including a Vintage Car Show other entertainment and tea and cake being served by the WI.  Highways have authorised for the road to be closed for this period.  It is hoped that there will be a fly-over of a couple of Spitfires.  It promises to be an enjoyable weekend. Majoring on replacing the portacabins which needs more money.  More and younger people needed to join the group.

 

8.6       Allington Morris

            They continue to performed dances locally and away.  They are a very sociable group.    Anyone else interested in joining the group is encouraged to get in contact. 

 

8.7       Biking Vikings

Another well supported ride took place in November. Over the years the group have raised an amazing £83,000 for Children in Need.  The riders will ride again later this year - please support the group again. 27th ride this year with a different route each year of 100 miles. Destination always Allington.

 

8.8      Twinning Society

The Twinning Society have had a quiet year with, unfortunately, little interest from villagers.  However, the school have now established links with the school in Tuffe and the committee from France have been invited to the On the Green event in July.

 

8.9       Gonerby Youth Football Club

            The club’s representatives thanked the Parish Council for allowing them to use the field.  Two teams are currently playing at Allington.

 

8.10     Walking Football

            This group is currently suspended – more over 50’s is needed!

 

8.11     Allington Gardens’ Residents Association

            Peach Lane issues

            Events organised to promote community spirit

            Quiz night a success seeing lots of people from the village and Gardens attending

            The AGRA representative spoke about the group which represents 200 park homes.  The Gardens has a population of around 345, aged 50+.  Around 69% of residents belong to the Association.  The various social events that the residents had been involved with was spoken about.

 

8.12     Allington Online

            John Slater will publish items on the site if they let him know.  It has a regular viewing of around 600 per month.  This will therefore enhance your event.  An article rather than a poster would be appreciated.   

 

8.13     Holy Trinity Church

            A toilet and servery are wanted in the church to enable events to take place.

            A soakaway is needed before the path can be laid.

            A quiet garden area is being planned with seating in the churchyard.

            Weekly services are held at the church at 10am on Sundays.

            The committee are looking for grants towards the work in the church.          

 

9    QUESTIONS AND OPEN FORUM

 

9.1   The clerk read out reports from the Viking Squares who had sent their apologies:

 

   Viking Squares is still the only American Square Dance Club in Lincolnshire and has now been in existence for 35 years. We are pleased to report our club remains healthy and our membership good. We would however be pleased to welcome new people from the village at any time.

   Apart from our main activity of dancing we also enjoy quiz nights, social evenings, walks, skittle evenings, an annual BBQ and numerous party nights.  We are always keen for people to come along to join our activity.  It’s certainly not Strictly Come Dancing! There are no fancy           steps to worry about – no previous experience necessary. So why not come along give it a go - Take up a new activity, challenge your brain and your feet, make new friends, have a cuppa and a chat. You can be sure of a warm welcome any Tuesday evening.
