WELCOME REMARKS BY THE CHAIRMAN

Cllr Plummer welcomed everyone to the meeting and reminded everyone that this would be his last full meeting as Chair.

Declarations of Members interests in relation to agenda items – Cllr Mould declared an interest in the Peach Lane item on the agenda.

APPROVAL OF MINUTES

It was resolved to accept the Clerk’s notes of the Parish Council Meeting held on 11 January 2023 to be approved as minutes.

Finance

Income was noted since 1 January 2023 as outlined in the respective Finance Reports.

It was resolved to approve the expenditure retrospectively since 1 January 2023 as outlined in the respective Finance Reports. Proposed by Cllr Mould, seconded by Cllr Marsh and agreed unanimously.

Other Business

Restricted byway signs requested along Marston Lane from the A1.

Elections – meeting attended on 06/03/2023

VILLAGE CROSS

Village Cross Plaque

Cllr Plummer presented 3 quotes for the material of the plaque.

1, Broxap Ltd for a recycled plastic Hallaton lectern - £1313.00

2, Landmark Ltd for an Oak lectern - £1214.11

3, TWS Joinery for an Oak lectern - £705.00

Cllr Mould proposed that we went with TWS quote which was seconded by Cllr Marsh, all were in favour.

Wording for the Plaque

The councillors were shown the wording which is to go onto the plaque.  Cllr Plummer told the council that a villager has offered to do this work and cover the cost.

Proposal to accept the wording by Cllr Mould and seconded by Cllr Marsh agreed by all councillors present.

RED PHONE BOX

The defibrillator for the red phone box is continuing to be looked into.

It was agreed that an unlocked box with temperature control would be purchased to contain the defibrillator. Cllr Mould to look into this along with the defibrillator. 

It was discussed that if some funding could be sought a second defibrillator could be put at the Playing Field.

2 new defibrillator signs need to be purchased as the one at the village hall is broken.

QUEENS JUBILEE TREES

Cllr Goodall has planted 72 young saplings along Marston Lane to replace those that were lost during the drought last year.

One has also been planted on the playing field to replace one that also died.Cllr Goodall has another 29 trees to plant.

A plan of action to keep them watered throughout the summer will be considered when the new council has been formed.

PLAYING FIELD

MUGA

A resident has kindly sourced material at his expense to heighten the MUGA fencing at the children’s play area end to try and prevent footballs being kicked into the play area after a young child was frightened when a ball went over the fencing.

Petanque Piste

The upgrade of the Petanque piste is ongoing with the Petanque Club Committee.

Car Park

3 quotes have been received for extending the car park, 2 of which suggest the waste being used as a bund.  It was discussed in detail and it was agreed that further information was needed eg how high the bund would be.  There was concern that this could then be used by off road bikers and cyclists and also make it difficult to mow.

Further information is required from all the quotes.

Community Wood

It is possible that a couple of trees need felling within the wood - Clerk

There were no objections to any of these planning applications from the council.

S22/1998 The Rookery – A letter has been submitted objecting to the suggested changes to the plans.

ZERO CARBON

Cllr Goodall has applied for funding.

Hedges along Sedgebrook Road – SKDC have sent enforcement letters regarding the hedges along Sedgebrook Road.

Peach Lane Parking – Peach Lane is a public highway which means that any member of the public may park along it as long as they are taxed and insured.  There is currently an 18-month backlog with Highways regarding issuing a TRO.  A TRO can come from the parish council.  A lot of evidence would be required that the cars are blocking access and build a case file over a period of time. District Cllr Mark Whittington informed the council that he would start the process.

ANNUAL PARISH MEETING

It is hoped that a demonstration on how to use a defibrillator could be shown during the meeting which is to be held on April 19 at 19:30hrs.

15.       DATE OF NEXT MEETING

10 or 24 May – If there are 7 applications for the position of Parish Council the meeting will be held on 10 May.  If there are more than 7 applications it will need to go to election.  The results of an election would not be received in time for a meeting on 10 May 2023.  The meeting would be postponed until possibly 24 May 2023.
